How do I change a file extension file on Vista?

I know that I am supposed to press the layout button in Windows Explorer just left from the organize button but when I open up the explorer there is no Layout button, what should I do and/or how am I supposed to be able to change a file extension, please help.

How do I change a file extension file on Vista?
I think this is how:

1. Open a folder or open Windows Explorer

2. Click the Layout button (to the left of the Views button) as shown in the picture below

3. Click Folder Options

4. Click the View tab

5. Uncheck Hide extensions for known file types

6. Click OK
